If you are able to receive incoming mail then may be problem with settings. Other possibility is that may be VSNL do not allow incoming connection to their network from other mail. I suggest you to check from VSNL network and if you are able to send using same settings then .. it is clear you can't make incoming connection to VSNL network from other network.
