Hi there are many phones in this category, however you have not mentioned what you prefer, anyways, you may go for Samsung Wave or LG optimus one, both falls in your budget with Android.
Other option from Symbian could be Nokia C5-03, full touch, 5MP camera, WIFI, 3G etc. only Rs. 9000 ! Other option could be Nokia C6 with fully touch and full slide keyboard . Almost about 12K.
You may also look at Samsung Galaxy ACE with 5MP camera, running Android 2.2 froyo but around Rs. 14K.
