If something is blocked then you can download it through fews ways, one is to use some proxy server if they are allowed, other is to use webbased proxy like http://unblock786.com .
One other way could be using some HTTP tunnel, their are few services which allows you to use http tunneling. Lastly, depending upon the method used to block your files, there could be other ways.
