You have not mentioned what windows you are using. If it is Vista then you can use even .wmv video file as desktop background and if windows 7 then you install dreamscene software, see this article : How to get DreamScene Animated Desktops Back in Windows 7 - How-To Geek .
In windows xp you need to activate active background.
Just in!
it is so simple just download which picture or image you want to keep on desktop and then go to downloads and select that image and then do right click on that image and there down you will see that keep it on desktop. thats all
