Well, for me I am too facing same problem, I tried to activated on a new SIM and said GPRS has been provisioned but its actually not activated. I then tried on an older SIM and it got activated as well as working.
Turned out to be that their system shows GPRS has been activated on my number but in real its not. BSNL guys are jerks, I went to main office and no gain.
Btw, you are required to send "gprspre" without space.
May be you are required to get settings by sending sms to 58355
I think the service is activated but you do not have the settings .
just create personal profile setting as
acces point : bsnlnet
