India and the US on Friday unveiled the text of the 123 Agreement that lays down the framework for the civilian nuclear deal. The agreement implicitly recognises India’s nuclear weapons programme and contains no direct reference to a US law that requires an end to the cooperation if India conducts any more nuclear tests.
The main highlights are :
- India will have the advance rights of reprocessing spent feul. US to consider carefully the circumstances under which it might terminate nuclear cooperation.
- India's military nuclear programme will remain outside the scope of the accord. US will have to compensate India in case it ends cooperation.
- India will be helped by US to develop strategic reserve of nuclear fuel
