You mean kilobits per second? Then it is too slow. If its KiloBytes per second then its satisfactory speed you can get now a days with BSNL 3G.

Regarding speed, you can check site like speedtest.net or install software like Dumeter to check your actual connection speed. For download speed enhancement, try using download manager like flashget / FDM etc. They really help you to speed up downloads.
