A 25k budget for a gaming PC is a bit tight budget even when you have the most expensive and important thing already, i.e. CPU, which itself is priced at 12k. I guess you'll have to keep the options open for later upgradation as well. I suggest following for gaming PC having AMD FX 8350 CPU:
Biostar TA990FXE cost 9k,
Kingston ValueRAM 4GB 2.8k,
Coolermaster cabinet N311 cost 2k,
Dell 20 inch LCD monitor cost 6k,
Seagate Barracuda 1TB HDD cost 4k,
ZOTAC Nvidia GT640 GFX Card cost 6k
Total approx 30k with keyboard and mouse etc.
