I don't know about any command line internet browser from microsoft, however there is one in Linux which is called Lynx. If you use linux then you can start it from command line when internet is connected.

Windows DOS command prompt itself is quite useless.
M$ thinks that its(windows) Internet users are too dumb to use a command line browser.
You may try to find some 3rd party DOS app which might allow you connect and browse internet on DOS.

well not possible to use internet frm dos prompt.. you can open ie frm run prompt or command prompt .
