Department Of Telecom has asked Airtel, Vodafone and Idea cellular to call off their mutual agreement for 3G roaming services via ICRA. The DoT has said that such a roaming agreement was in violation of Telecom licenses and will bring loses to Government revenue.
The current terms and conditions allow mobile operators to enter in roaming agreements so that their users can get seamless network as they move to such circle where they don't have any network/ spectrum or services. But instead what is happening is that these mobile operators are selling their 3g products and connections in those circles where they don't have a 3g spectrum license and are using other network's spectrum to provide their customer 3G services. These operators then pay a share of their earning to these networks as a "Usage Fee"
